I have the same problem, also with Solaris 8.  I get messages like
the following several times a day:

cfengine:jlabs2: Lock
lock.cfagent_conf.jlabs2.link._etc_ssh__etc_openssh expired...(after
60/20 minutes)

I only started running it under Solaris 8 recently, and most of my
hosts are still using Solaris 2.6.  Interestingly, both OS levels use
the same cfengine binaries, which were compiled for 2.6.  I've tried
deleting the lock file, but the problem eventually reappears.  

I don't have any answer yet, just another datapoint.  Did you compile
your binaries under 2.8 or some other OS release?
