Are the clocks synced? If not try DenyBadClocks = ( false )

Do server and clients accept the key from the other side for the first time?
If not ... in cfservd.conf: TrustKeysFrom = ( *.america.com )
And for update.conf and cfservd.conf:
# Copy cfinput from policyhost to client and ignore any vim swap files and RCS
directories.
$(master_cfinput) dest=$(workdir)/inputs r=1 type=checksum ignore=RCS
exclude=.*.swp backup=false server=$(policyhost) trustkey=true purge=true
