I do that like this:
control:
(...)
force_copy::
force = ("true")
!force_copy::
force = ("flase")
copy:
/some/file dest=/some/file
[...]
force=$(force)
Than if I want to force a copy, I execute cfengine using the -D cmdline:
cfagent -f config_file -D force_copy
