What I ended up doing was writing a script to go through all the client keys
that are local to the file server and ssh removing the root-master.pub keys off
all clients.
Still recovering from this.

Hi Bill,
Thanks for your testing. I think that's probably what's happening here
too. I reassigned a bunch of clients to another server a while back and
we probably had a few downed machines resurrected from time to time
that were still used to using the other server.
