I have them in /usr/local/sbin/ and do this:
links:
# Cfengine has some strange dependancies on finding itself in
# /var/cfengine/bin/ even though it installs into
/usr/local/sbin
# by default. Create links so we don't have problems:
/var/cfengine/bin +> /usr/local/sbin include=cf*
Seems like something similar would fix your problem.
