[h-e-w] 21.1, PSGML, compile modes

I seem to be having problems with Emacs 21.1 and PSGML and compile
modes.

PSGML does not seems to load the DTD. This works under 20.7. It also
doesn't seem to colorize any more, except for comments. That may be a
byproduct of the first problem.

Compile mode no longer likes this:

(setq compile-command '("htmlpp .txt" . 8))

I get:

eval: Invalid function: "htmlpp .txt"
