C-u just allows you to pass a numeric argument to an otherwise
interactive function.
C-u 1 C-SPC
is the same as
(set-mark-command 1)
According to the univeral-argument help:
C-u without digits or minus sign provides 4 as argument.
So,
C-u C-SPC
is the same as
(set-mark-command 4)
