Actually, the links in http://www.rational.com/support/downloadcenter/addins/clearcase/contrib/README51.html are not entirely correct.  But if you go to http://www.ultranet.com/~esler/ccase-mode/, the site the links (almost) point to, you'll get what you're looking for.
