If you're willing to use dired to find files via shortcuts then the
version of ls-lisp available from my web site provides some support for
shortcuts.  The version of ls-lisp shipped with Emacs 21 is essentially
this version with the shortcut support replaced by hooks (not quite in
the formal Emacs sense) on which the shortcut support can be rehung when
I get around to releasing it.  I think it needs some revision to work
with the current version of Cygwin and it needs testing on Windows XP,
but it might help as it is.

[Before anyone asks, the shortcut support was removed because it is not
appropriate on non-Windows platforms such as the Mac, which I believe
also uses ls-lisp by default.]
