        here's what I did to cope with this problem (being used to the old VT keyboards where there didn't exist any such beast as "Spanish layout"):

        Control Panel -> Keyboard -> Tab:Input Locales :

                as primary and default: Input Language: English - Keyboard Layout: United States-International
                as secondary:           Input Language: Spanish(Chile) - Keyboard Layout: Latin American

        (Maybe that to set it, W2K will ask for the installation CD to pull out the driver.)

        (In the "United States-International" layout, to write accented characters, you have to compose the character : 'a -> á, and for the single quote "'" you hit ' and blank.)
