I use PCL-CVS regularly with no customizations.  I would suggest you check
your site-start.el or .emacs to see if you are already doing customizations
you don't know about.

Also try
   emacs -q --no-site-file
to be sure you are using PCL-CVS without any inadvertent customizations.
