[h-e-w] 21.2 issue

I downloaded and attempted to load version 21.2 this AM.  I am using the
Win32 binaries and with running runemacs.exe --debug-init, I get the
following:

Debugger entered--Lisp error: (wrong-type-argument keymapp nil)
  define-key(nil [menu-bar mule] ("mule" keymap "mule"))
  byte-code("Æ?,T
  easy-menu-get-map(nil ("mule" "--" nil )
  easy-menu-add-item(nil, ("mule") "")
  byte-code( "")
  require (eol-conversion)

I did some google searching, but didn't find my answer.  Anyone have any
ideas?

I am running:
GNU Emacs 21.2.1 (i386-msvc-nt5.0.2195) of 2002-03-19 on buffy
On Windows 2000 SP2.
