[h-e-w] delete-selection-mode activation?

Hello,
I have the following line in my .emacs from emacs 21.1 on win2k.

;;set to delete highlighted text using BSPACE & DEL key
(setq delete-selection-mode t)

The problem is, it does NOT appear to work the first time.
I have to disable and enable it again once before it starts to work
across all buffers.

The very first time I hit C-x h and hit DEL or BSPACE key
a single char gets deleted. When I do M-x delete-selection-mode , I
initially get

Delete-Selection mode disabled

and then I have do it again to enable it. After this it works as
advertised.
