You will find under ftp://ftp.gnu.org/gnu/windows/emacs/contrib a file
TAR-1.10.exe this is the same. Copy the tar file from Winzip to a
temporary directory and then you can untar the file. E.g.:

  c:> TAR-1.10 -xf <file>

  c:> TAR-1.10 -tf <file> # shows only the content of the archive

It's a make tool that is part of MV C++.
