[h-e-w] install psgml package?

Hi,

Is there anyone out there who could tell me how to get the psgml-package
(psgml-1.2.5) to work on windows 2000?

When going through the files included in the .zip file it seems that it´s
mainly designed to work on unix-like systems. How to install that is. I´m
not new to using emacs but quite new to byte-compiling files, adding
packages, editing my .emacs file and such. So an answer that even I could
understand would be most appreciated.
