Huh? Just download "setup.exe", run it, select "base", "devel",
"cygutils". All done.

> process_begin: CreateProcess((null), cygpath D:/emacs/lisp, ...) failed.

cygpath is a cygwin utilitiy (hence the "cygutils" above :).
