I think it depends what is in your .emacs.
There was a deterioration between 20.7 and 21.1 for some
operations (Mule-UCS showed up the slowdown the most I think)
and 21.3 has a change which claws back most of that performance
loss. The rest cannot be clawed back without reintroducing a bug.

Has anyone noticed that 21.3.1 loads faster? With the exact same set of
startup files, 21.3.1 seems to load much faster than 21.2.
