[h-e-w] binary distibution of 21.3 for windows 2000

hi,

i'm trying to download the binary distribution of emacs 21.3 for windows 2000
and
i've followed the links from the gnu website, but i end up in a location that
only has
readme files...i can't find the actual tar file. where can i get it?
