Use /emacs-21-3/bin/gnuclientw.exe instead. You'll need to start
gnuserv when starting emacs. I have the following setting in my
~/.emacs file:
(require 'gnuserv)
(setq gnuserv-frame (selected-frame))
(gnuserv-start)
