Yes, this frustrated me too for some time -- I eventually discovered that
the GNU ftp servers were compromised and they're still reassembling the
bits, making sure that nobody did a Ken Thompson* on their software.
However, there are several GNU mirrors which were apparently not compromised
and still have the software available. The one I've been using is
ftp://aeneas.mit.edu/pub/gnu
Can the FAQ maintainer put something in about this?

where can i get a distribution of the latest release?
one trying to obtain ntemacs based on the information
in the faq will face a maddening goround.
the faq at
http://www.gnu.org/software/emacs/windows/faq2.html
claims latest distributions of sources and binaries
are at:
http://ftp.gnu.org/gnu/windows/emacs/
at this location the latest version is 21.3.
there is nothing in the 21.3 subdirectory but a bunch
of files
*.back-RSN.README dated 23.10.2003
all files with this style name are text files which
indicate that the eponymous part (the * part) is gone
and the real thing will be back Real Soon Now - but
notice that the date of these files is 23.10.2003.
the same thing in general is true of subdirectories
for earlier releases.
the faq also lists 8 other sites which supposedly host
distributions, but all but one of them either do not
exist or do not have distributions.
that one is
ftp://ftp.cs.washington.edu/pub/ntemacs/
the latest distribution there is 20.7 and it is dated
14.6.2000.
where should i go to get this distribution?
