GNU moved the binary windows distributions into the main emacs tree.
Who's maintaining the FAQ these days? It seems to be a bit out of date.

On this note, where can I download the actual latest? The last time I was
installing Emacs on a machine, I ended up installing 20.7, because I
couldn't find a working site that had any version later than 20.7.
