Possibly because it's 'function', but I'll assume that's a typo here.

The default for browse-url-browser-function is
browse-url-default-windows-browser, which uses the MS Windows registry
to determine how to launch a browser. So if Internet Explorer is your
default browser, the default Emacs setup will use it.
