Is that true? I added it to c:/Program 
Files/Emacs/Emacs-21.3/site-lisp/default.el. 

I thought the loading procedure was:
default.el
site-start.el
~/_emacs

For some reason my emacs home is c: 
That would not be possible to use on our system. Is there a way out? 

I thought HOME could be c:/documents and settings/username
