FWIW, I always have a separate frame that I use for the Info manuals.

As for *Help*, *Apropos*, and other similar buffers, I quite like that
they pop up in the same frame, since my screen is usually too crowded,
and popping another frame would annoy me.

I don't know; feel free to suggest such a feature on emacs-devel.
