As I already told you, you need to find a Unix or GNU/Linux
workstation (any such workstation will do), and find on it a file
named `words'.  The possible places for it are listed in ispell.el
where it initializes the value of ispell-alternate-dictionary.

I really cannot tell anything else, since I don't know where to find
this file except on a Unix box.  That is how I got my copy.

I think spell-checking should work for you.  Word completion is a
different features (and a minor one at that, IMO), and it needs the
`words' file to work.
