There is nothing in Emacs that can help you with this, but there are a lot of free utilities that you can use to tell windows to keep that window "always on top".

However it might perhaps be good if Emacs could do it too.

Well, it's not a complete solution for your problem, but you could bind speedbar-get-focus to a key sequence (for example, C-c C-s), so when you need to see speedbar just type that key sequence (C-c C-s, in the example).
