Emacs should expand ~ to whatever it regards as your home directory, so if
you do `C-x C-f ~/_emacs' you should be guaranteed to edit the file _emacs
in the right directory. (You can also use .emacs instead of _emacs, which I
prefer, although it's less Windows-friendly.)
