I just downloaded http://alpha.gnu.org/gnu/emacs/pretest/windows/emacs-23.1.91-bin-i386.zip.

emacs, emacs -Q and runemacs from the cygwin shell behave the same way.
Double clicking on emacs and runemacs also work the same way.
