Running file-attributes on the file as you describe:

  (file-attributes "c:/Users/dpkatz/tmp/ange-ftp4392cgy" 'string) 

gives this:

  (nil 1 "dpkatz" "Domain Users" (20227 15644) (20227 15645) (20227 15644) 
22914 "-rw-rw-rw-" nil (29184 1 . 38188) (57524 . 40871))
