Also if you have cygwin, you can do:

cygpath -was  "c:\program files"

-was is "windows, absolute path, short name"

I think Eli meant to write C:\PROGRA~1. But depending on your OS and the like, you might need C:\PROGRA~2 instead. To find out which one, type this in a DOS window (cmd.exe):
  dir /a:d /x C:\
