"octave-mod", without the last "e"?  Is that a typo or is that the

You could try loading octave-mode manually, like this:

  M-x load-library RET octave-mode RET

One other thing is to look at your customizations for possible
reasons, and maybe also at whether you have another copy of
octave-mode somewhere.
