Sorry for the ambiguity. This is when I click the wheel.C-h k and then a wheel click does nothing. The "Describe key" prompt in the mode line does not change.
On the screen, a "circle with up and down arrows" appears. This is evidently the Windows 7 feature that permits scrolling using the mouse.
