because i use docker
docker requires stdin,stdout to be tty

this means I cannot
- interact with docker containers on windows through emacs
- run programs to remote into docker containers like docker-tramp
- open docker files on the container or service

pretty big deal for devops with docker

This might change in the future when Emacs is taught to use the
Windows 10 PTY devices.  It doesn't know how to do that yet.

But why do you need this on MS-Windows in the *shell* buffers?
