The GNU GPL is intended mainly for programs, not for documents
(although I do not see essential difference between source code and
documents :+). In principle, GPL can be applied to documents, however,
there is another license just intended for such purposes. It is the
GNU FDL (GNU Free Documentation License). Please see:

Could you please change the licensing and post me a text version of the
GLPK FAQ to include it in the next release of the package?
