I searched the help-glpk archive. I found out that I have this problem before,

And the answer is just putting a default 0 to the parameter according to Andrew.

Answer to my present question is, putting default 0;

param Area_Stand{i in I,j in J,k in K,l in L} default 0;

instead of just this,

param Area_Stand{i in I,j in J,k in K,l in L};
