Hello Ramesh,
.gz refers to a file compressed with gzip (http://www.gzip.org/).
.tar refers to a file archive created with tar (http://www.gnu.org/software/tar/).
For Windows there are different software packags available to extract gzipped files.
One is 7-zip available at http://www.7-zip.org/
If you want to compile GLPK yourself on Windows you can use
Microsoft Visual C++ 2008 Express Edition and the Windows SDK.
As Andrew already mentioned precompiled binaries are available at
http://winglpk.sourceforge.net
These include a Java JNI Wrapper.
The binaries are included in
