Gnats/Gnatsweb: Admin gets email, PR submitter and CC-ed folks don't

We reinstalled GNATS from backup, and now only the GNATS admin receives
email when a PR is submitted - the PR author and any CC people never see an
email.

We use Gnatsweb to generate PRs.

Any idea what might be going on? Email in general appears to be working
since the Gnats administrator receives the notices. What should I look for?
