Looking for a volunteer -- copyright issues

Most of the files in GNATS state they are copyrighted by FSF.  But FSF
has declined it owns the copyright of the code.  This concerns only
older code, most of the current contributors have already assigned their
changes to FSF.

Incorrect copyright information in the file headers is a potentially
serious issue.  I'm looking for a volunteer, who would like to
investigate who are the real copyright holders, based on the information
in the ChangeLog files, and to fix the copyright headers.

Would anybody like to perform this tedious, but still quite important,
one-time work?
