gnatsd install

 Hello.

gnats-3.999.1

I am having trouble in installing gnats daemon.

'mkdb default' as user gnats gives error saying
/usr/local/com/gnatsdb not exists
so I root create /usr/local/com
and chown gnats /usr/local/com
thus 'mkdb default' OK.

I followed the instructions in
http://www.gnu.org/software/gnats/doc/4_0_beta1/gnats_3.html#SEC36

about /etc/services and /etc/xinetd.d
restart xinetd but found port 1529 is not open
(nmap program says it's closed).

running /usr/local/libexec/gnats/gnatsd gnatsd 
as root, got 
422 GNATS initialization of database failed: 
you are not allowed to access database(null).

Anyone can help me -- point out what could be wrong?
