I did give it a concerted effort, but IMHO, a single-Makefile setup
would be better done manually at this point.  If there is a way to use
automake as a single Makefile, conditionally compiling subdirectories
based on data collected in configure, resolving dependencies
correctly, then we'll have to pursue it later.  

What I did manage to do is create an automake v1.9, autoconf v2.59+
build of gnats.  It's still a little rough around the edges and needs
runtime testing to do to make certain everything works as expected,
but I think it's ready for committing to the CVS HEAD.

The patch I'm attaching was generated from my monotone repository, so
excludes the full diffs to drop or rename files.  Rather than weighing
in excess of 200K compressed, this one comes in at around 17.5 k
compressed.

If I get no objections, I'll make the commit this weekend.  I'll also
see what I can do to get a public monotone server running on
gnats.wookimus.net.  (Consider my Arch repositories as defunct and
abandoned.)
