I have similar problems. No matter what customization I do, it goes away - despite being in my init file! I wind up with Emacs just as it was originally handed to me. Whatever customizations I make are there for the duration of my session, but that is it! I'm also running 21.2 -- 21.2.1 to be precise. I'm about to yank my hair out on this - someone please give us a heads-up!

Also, this behavior goes away if I run M-x color-theme-billw after
the .emacs file is loaded.  I can also run M-x set-cursor-color RET
white or change the font.  All of these actions will restore the
cursor.
If I try to run (color-theme-billw) in the .emacs file twice in a row,
I still get the strange cursor.

Any suggestions?
