Note that Emacs Lisp is dynamically scoped, thus let does not
provide lexical scoping but dynamic scoping.

You can use flet (or labels if you need recursion) from the cl

(require 'cl)

(flet ((funca (&rest args)
         (apply 'funcb args)))
  (require 'foolib))
