You could set environment variables LC_CTYPE or LANG to fr_FR.UTF-8
or such.
You can set in .emacs:
(prefer-coding-system 'utf-8)
(set-default-coding-systems 'utf-8)
(setq file-name-coding-system 'utf-8)
