I have it in /usr/share/emacs/site-lisp, which is already in
load-path.
In my .emacs I have

(if (file-exists-p "/usr/share/emacs/site-lisp/site-gentoo.el")
(load "/usr/share/emacs/site-lisp/site-gentoo"))

(require 'color-theme)
(color-theme-initialize)
(load-file "/allan/gottlieb/.emacs.d/ajg-color-theme-library.el")
