Those are already calling Tramp functions when the filename matches the
right pattern. In other words, as an example:
/test => Emacs handler => local handler (non-Tramp)
/ftp:...Tramp file... => Emacs handler => Tramp FTP handler
So your application shouldn't have to do anything.
