Who said it doesn't? It does for me, if I say
C-x C-f /USERNAME@SERVER:.emacs RET
In your example, you didn't use the USERNAME@ part, perhaps that's the
reason.
Also note that by default, Tramp uses pscp, not plink (see
tramp-default-method).
