Admittedly, I never understood the fine points
either but as for getting the complete
Emacs documentation on a Debian system, that's
easy. You add

    non-free

to the line(s) in /etc/apt/sources.list and
then download the emacsA-common-non-dfsg
package like any other, with A being your
Emacs version.

You want the non-free stuff anyway so probably
it is already there.
