I don't use EWW, but it appears to be a longstanding[1][2] bug. I haven't used 
proxychains but perhaps torsocks might work? Also it's called Tor, not TOR.[3]
I have used Tor with Elpher[4] with a very similar config with no SOCKS 
problems.
