only for your information. We have found the problem. 
There were only some SPACES too much.

                                      ^ ^

                                       ^ ^
Better is:

Cisco-AVPair="ip:addr-pool=access1",
Cisco-AVPair="ip:dns-servers=146.254.160.30",
Cisco-AVPair="ip:wins-servers=146.254.168.201"
