[Help-gnu-radius] authentication methods

Hi,
I have some questions about how the GNU Radius server decide to authenticate
a user.
Do the Radius server decide to authenticate a user based on the "User-Name"
from the incoming packets? Or the Radius server try every authentication
methods in turn?
In the first case, for example, we configured user "A" ans A's
authentication method is "Local", user "B" and B's authentication method is
"SQL". Now a user B's Access-Request packet comes, the Radius server checks
the Users file, then know uses "SQL" to authenticate the user "B".
In the second case, for example, the Radisu server try the authentication
methods in turn, like "local" then "SQL".
Which convention the GNU Radius sever used?
And which convention is better?
